In March 2022, 175 countries did something rare in environmental diplomacy: they agreed, unanimously, to write a legally binding treaty to end plastic pollution. The starting gun was UN Environment Assembly Resolution 5/14, adopted in Nairobi on March 2, 2022. Under it, 175 nations mandated an Intergovernmental Negotiating Committee (INC) to produce a legally binding instrument addressing "the full life cycle of plastics" [source: UNEP, 2022]. The core fault line: cap production, or clean up waste?
Strip away the diplomatic language and the central dispute is simple. One camp believes you cannot end plastic pollution without making less plastic. The other believes the treaty should focus on managing plastic after it is made, through better recycling and waste systems, with each country setting its own targets.
The first camp is organized as the High Ambition Coalition to End Plastic Pollution, a group of more than 60 countries co-chaired by Norway and Rwanda. It aims to end plastic pollution by 2040 and treats reductions in plastic production as essential rather than optional [source: High Ambition Coalition, 2025]. What the science actually shows
Behind the politics is a body of evidence that is strong on scale and weaker, so far, on human harm. On scale, the numbers are not seriously disputed. The OECD projects that global plastics use, about 460 million tonnes in 2019, will nearly triple to roughly 1,231 million tonnes by 2060 if policies do not change [source: OECD, 2022]. Today only about 9 percent of plastic waste is recycled worldwide, while 22 percent is mismanaged, dumped, burned in the open, or leaked into nature. Recycling, in this projection, does not catch up: secondary plastics are still expected to make up only about 12 percent of the total in 2060. The human health picture is where care is most needed, because this is where headlines tend to outrun the evidence. Microplastics and nanoplastics have been detected widely in the human body, in blood, lungs, the placenta, and arterial plaque, and that detection is real. What is far less established is whether they cause disease. The distinction between exposure and harm is the whole ballgame here.
The most cited recent study illustrates the point. In a 2024 New England Journal of Medicine paper, researchers followed 257 patients who had plaque surgically removed from their carotid arteries. Micro- and nanoplastics were found in the plaque of 58.4 percent of them, and over 34 months those patients had a substantially higher risk of heart attack, stroke, or death, with a hazard ratio of 4.53 [source: New England Journal of Medicine, 2024]. That is a striking association, and it deserves to be taken seriously. But it is an observational study, which means it can show that plastics and cardiovascular events occurred together, not that the plastics caused the events; other differences between the two groups could contribute. The broader literature sits in the same place. Reviews of the human evidence find that direct data on health outcomes are very limited and largely correlational, drawn from small samples, while most of the mechanistic evidence, the part suggesting how plastics might do damage, comes from animal and laboratory studies that do not automatically translate to people [source: Environmental Science & Technology, 2025]. Small studies have linked microplastic levels in the placenta to lower birth weight, and found elevated particle counts in the brains of dementia patients, but these are early, associational signals, not settled cause and effect. The honest summary is that exposure is pervasive and biologically plausible as a hazard, and that the case for specific human harm is suggestive but not yet proven. That uncertainty is not a reason to dismiss the issue; it is a reason to describe it accurately.
Four scenarios, and what to watch
Where does this go? Broadly, three paths are visible, plus the possibility of continued drift. In the first, negotiators reach a narrower deal that drops binding production caps and centers on waste management, product design, and finance. Such a treaty would be far more acceptable to producing states and far more disappointing to the high-ambition bloc, which would call it a treaty in name only.
